Pursuant to Title 39, Chapter 1, Idaho Code, the Department of Environmental Quality is authorized to adopt or formulate and recommend to the Board of Environmental Quality (Board), and the Board is authorized to adopt, rules to protect the environment and the health of citizens of the state, including provisions for issuing pollution source permits, authorized by Section 39-115, Idaho Code, and reviewing plans and specifications for wastewater treatment facilities, authorized by Section 39-118, Idaho Code.
