Any nonresident general deer or elk tags unsold on or after August 1 may be sold to residents and to nonresidents as a second general hunt tag, at the nonresident tag price. Unless the Commission has limited the use of second tags in a unit or zone by proclamation, a resident may buy a second tag for an elk zone where a nonresident limit has been reached if the zone is unlimited to residents, and a resident may use a second regular or white-tailed deer tag in any unit in the same manner as a first resident general hunt tag.
