As used in this chapter, unless a different meaning clearly appears in the context:
"Applicant" means the applicant who submits a charter application to the commission.
"Board" means the board of education.
"Commission" means the state public charter school commission established pursuant to section 302D-3, Hawaii Revised Statutes, as a statewide authorizer.
