It is the State's policy to preserve and advance universal service by:
(1) Maintaining affordable, just, and reasonable rates for basic exchange service;(2) Assisting customers located in areas of the State that have high costs of basic telecommunications services and assisting low-income customers and customers with disabilities in obtaining and maintaining access to basic services; and(3) Enhancing the deployment of access to basic and advanced telecommunications services to public institutions.[Eff ] (Auth: HRS §§ 269-6, 269-35, 269-38, 269-41 to 43) (Imp: HRS §§ 269-35, 269-38, 269-41 to 43, 47 U.S.C. §254 )
