The purpose of the home loan program is to facilitate investment of system funds in a well-secured, prudent, and historically sound investment vehicle, and at the same time to assist eligible members of the system in the purchase, construction, or improvement of a principal home, the purchase of leasehold land on which existing homes are located, and in refinancing certain mortgage loans.
