The board, while mindful of the benefit to the State of allowing import of microorganisms for purposes such as scientific and medical research, biotechnology and commerce, recognizes the concomitant necessity for regulating importation of microorganisms in order to protect important State interests. The objective of this chapter is to implement the requirements of chapter 150A, HRS, with respect to microorganisms by regulating the importation of specific microorganisms that are detrimental or potentially harmful to agriculture, horticulture, animal or public health, or natural resources, including native biota, or have an adverse effect on the environment as determined by the board of agriculture.
