Section 4-1-3 - Grammatical usage; meaning of terms(a) Unless otherwise required by the context, the singular includes the plural and vice-versa.(b) Unless specifically stated, the terms used in rules adopted by the board pursuant to powers granted by statute shall have the meaning defined by that statute.(c) A rule which defines a term without express reference to the statute or to this chapter, or to a portion thereof, defines the term for all purposes as used both in the statute and in this chapter, unless otherwise specifically required by the context.[Eff SEP 20 1986] (Auth: HRS § 91-2) (Imp: HRS § 91-2)
