Section 3-161-81 - Disposition(a) The commission, within the time permitted by chapter 91, Hawaii Revised Statutes, shall either deny the petition or initiate public rulemaking procedures in accordance with this subchapter and chapter 91, Hawaii Revised Statutes.(b) Without limiting the generality of the foregoing, the commission may deny any petition which: (1) Fails to substantially conform with the requirements of section 3-161-80;(2) Discloses insufficient reasons justifying the institution of public rulemaking procedures; or(3) Concerns a matter not within the jurisdiction of the commission.
