Unless otherwise specifically provided by statute or rules, upon the filing of the petition, and as expeditiously as possible, the commission shall either set the matter for further proceedings before the commission or assign the petition to a hearings officer for further proceedings pursuant to section 3-161-32 to 3-161-51.
