The purpose of this chapter is to set forth rules for the medical use, the registration of qualifying patients, and procedures for the implementation of Act 228, SLH 2000, Medical Use of Marijuana as specified in chapter 329, part IX, Hawaii Revised Statutes. The intent is not to legalize marijuana for other than medical purposes, nor to diminish public policy and laws against illegal drug use.
