Section 19-149-13 - Denial of card(a) If there is reasonable cause to believe that the applicant for a state civil identification card has not met the standards set forth in this chapter, the examiner of drivers shall not issue or renew the card.(b) The examiner of drivers shall not issue any state identification card to any person whose check or any other form of payment has been dishonored until the payment of the dishonored amount plus service charges are received in the form of cash, cashier's check, or money order, or any other form of payment acceptable to the examiner of drivers.(Auth: HRS §§ 286-303, 286-304) (Imp: HRS §§ 286-303, 286-304)
