If the complainant does not request a grievance hearing as set forth under this expedited grievance procedure, then the authority' s disposition of the grievance shall become final, provided that failure to request a grievance hearing shall not constitute a waiver of the complainant's right to contest the authority's disposition of the grievance in a court of competent Jurisdiction.
