The purpose of this chapter is to formulate a plan of operation to implement the joint underwriting plan (hereinafter referred to as the "plan") established under the Hawaii medical malpractice underwriting plan, as specified in chapter 435C, HRS, and shall become effective in accordance with chapter 91, HRS.
