Notwithstanding anything to the contrary herein, the corporation shall not be obligated to construct, expand, modify, or acquire any facilities for water service on or connected, directly or indirectly, to the corporation's water system. When new or expanded facilities are necessary to accommodate an applicant or an existing consumer, and the corporation determines, in its sole judgment, to install new or expanded facilities to render or continue rendering adequate water service, the applicant or consumer shall pay all construction costs, including, but not limited to, any filing fees and taxes, associated with such facilities unless this chapter specifies otherwise.
