A person taking possession of property and using water without having made application to the corporation for water service to such property shall be held liable for the water delivered from the date of the last recorded meter reading. If proper application for water service is not made upon notification to do so by the corporation and if accumulated bills for water service are not paid upon presentation, the water service shall be subject to discontinuance without further notice.
