The purpose of this program is to enable residents of the State to become homeowners through the establishment of a rent-to-own program. Under the program, a qualified resident will be provided an opportunity to rent a housing unit for up to five years prior to exercising his or her option to purchase the unit, subject to the conditions set forth in these rules.
