These rules are adopted under chapter 91, HRS, and shall govern the implementation of the management requirements of the housing choice voucher program authorized by the United States Housing Act of 1937, as amended by the Housing and Community Development Act of 1974, and the Quality Housing Work Responsibility Act (QHWRA) of 1998, and establishes the role and responsibility of the participants and the housing and community development corporation of Hawaii.
