The mixed-use zone commercial emphasis (MUZ-C) established by this chapter is designed to promote and protect the public health, safety, and general welfare. These general goals include, among others, the following specific purposes:
(1) To provide a mixed-use subarea whereby residential, commercial, industrial and public uses may coexist compatibly within the same area. The primary emphasis within this zone shall be to develop a predominantly commercial multi-storied area which will provide much needed jobs and other employment opportunities for the residents. In addition, the area will support a wide variety of housing types, with a mixture of residents of various age groups, incomes, and family groups which will be located above the industrial or commercial uses; together with appropriate community facilities for residents and workers;(2) To encourage industrial uses in appropriate areas provided they meet reasonable performance standards;(3) To encourage developers to provide a certain amount of reserved housing units, for Hula Mae and the unserviced income groups;(4) To create a truly mixed-use area, both vertically, as well as horizontally, of commercial, industrial, and multi-family uses, by regulating the density of population and the bulk of buildings in relation to the land around them and to one another, and by providing for off-street parking spaces; to require the provision of open space; to encourage the development of job opportunities for the residents in the area;(5) To provide freedom of architectural design, in order to encourage the development of more attractive and economic building forms;(6) To promote the most desirable use of land and direction of building development in accord with a well-considered plan, to promote stability of commercial, industrial, and multi-family development, to protect the character of the district and its peculiar suitability for particular uses, and to conserve the value of land and buildings; and(7) To encourage the development of integrated multi-decked projects as planned developments within the zone, thus ensuring maximum building densities and providing appropriate vertical mixtures of uses.
