A vessel may be charged for any and all additional costs which may be incurred by HCDA as a result of a delay or change in the berthing schedule of the vessel or an unscheduled vessel berthing. This charge would include all time charges incurred by HCDA, including overtime, if applicable, plus a fifty-six per cent overhead surcharge, as well as additional expenses and costs incurred.
