All fuel burning steam generating appliances, when used on Kewalo Basin or on any scow, pile driver, or other vessel working alongside or near Kewalo Basin, shall be equipped with spark arresters satisfactory to the harbormaster. At the close of each day's work, all ashes, cinders, waste, or other deposits caused by such appliances upon any wharf shall be promptly removed and shall not be disposed of in or upon the waters of the harbor.
