Should any owner, operator, charterer, agent, or individual, without permission of the harbormaster, lose, sink, drop, or abandon any floating or sinking object in or on the navigable waters and shore waters of the Kewalo Basin, that person shall immediately notify the harbormaster and shall immediately take such action as is necessary for removal of the object. Upon failure on the part of the owner, operator, charterer, agent or individual to remove such object, the HCDA will take such actions through federal or commercial channels as are necessary for such removal, and will charge all costs incurred by the HCDA in effecting the necessary removal to the owner. The harbormaster may require the posting of a bond to assure payment.
