Except for regular mooring and commercial permits, the master agent or owners of a vessel, other than small craft, arriving at or departing from Kewalo Basin shall provide to the harbormaster as soon as practicable all information necessary to effectively plan for vessel arrival and departure scheduling purposes. The information shall include, but not be limited to the hour of expected arrival and also that of expected departure, as well as the type and tonnage of cargo to be loaded and off-loaded. In case of a change in arrival or departure time, the harbormaster shall be notified immediately.
