The engines of any vessel lying at any wharf in Kewalo Basin shall not be tried except by permission of the harbormaster. The speed of engines being tried shall not exceed the speed of such engines when operated under a dead slow bell. Any vessel trying its engines shall be held responsible for any damage to wharves or vessels as the result of the trying of its engines.
