Vessel booking agents must ensure the availability of an individual designated as the 24-hour point of contact representative in writing, should the need arise to make and implement operational decisions on short notice. This local representative must be present on Oahu and must have the authority to speak for and act on behalf of the owner, charterer, or operator of the vessel.
