This chapter governs the review, selection, and approval by the authority of the convention center development plan of a developer for the convention center district under chapter 206X, HRS and shall be construed to effectuate the purposes of that chapter and to ensure the just, proper, and efficient selection of a convention center development plan which best serves the purposes, policies, and provisions of that chapter.
