If the board finds that the petition presents a question concerning representation, a pre-election conference shall be held between the interested parties, and the parties may enter into a stipulation for consent election, as prescribed by the board. The board or its agents shall conduct the election in accordance with the stipulation. If no stipulation is entered into, the board may hold a hearing, after notice of the hearing to all parties. At the hearing, the board shall determine the facts necessary to conduct the election. If, upon completion of the hearing, the board concludes that a secret ballot election shall be held, it may direct that an election be conducted in the appropriate collective bargaining unit upon the terms as it may specify. The form of ballot to be used in any election shall be prepared as prescribed in section 377-5(c), HRS.
