No person shall own, operate, add, extend, or modify a used oil or used oil fuel transportation, marketing, or recycling facility without first obtaining a permit from the department. A permit shall be issued in accordance with part IV of chapter 342J, HRS and this subchapter. This subchapter does not apply to hazardous waste permits.
