All rulings, orders, decisions, and other documents issued by the director or hearing officer, as appropriate, shall be filed with the hearing officer clerk. Copies of such rulings, orders, decisions, or other documents shall be served personally, or by certified mail, return receipt requested, upon all parties by the director or the hearing officer, as appropriate.
