Under sections 322-1 and 322-2, Hawaii Revised Statutes, the public or individual is responsible to abate their own vector problem. Yet in special situations, due to compelling circumstances based on an imminent vector hazard, state assistance may become necessary as the last resort to provide relief from the hazard.
