Traditionally, the vector control regulations were dually enforced by sanitarians as well as vector control personnel. However, emerging new requirements governing pest control procedures and practices, namely, Chapter 66 of Title 4, Administrative Rules, entitled "Pesticides," call for precision controls to insure the protection of the public and the environment. Accordingly, vector control personnel are now required to possess specialized technical knowledge, skills, and must be duly certified under section 4-66-56(b)(8). For these reasons, the vector control regulations previously a part of Public Health Regulations Chapter One, "Sanitation," is now being separated and made into this Chapter 26 of Title 11, "Vector Control."
