The date of notification is the date on which the agency mails written notification of the beginning of the period for agency review of the application to the applicant pursuant to section 11-186-39 or the date on which the written notification appears in a newspaper of general circulation pursuant to section 11-186-39, whichever date is later The period for agency review shall begin on the date of notification
