Within forty-five days after the petition for a declaratory order is filed, the agency shall file a written ruling on the petition. The ruling shall deny the petition, stating the agency's reason or reasons for the denial, or the ruling shallbe a declaratory order on the matters in the petition. The agency shall send the ruling to the petitioner by certified mail, returned receipt requested.
