Within thirty days after the petition requesting the agency to adopt, amend, or repeal any rule is filed, the agency shall file a written ruling denying the petition and stating the agency's reason or reasons for the denial or the agency shall initiate proceedings in accordance with chapter 91, Hawaii Revised Statutes, for the adoption, amendment, or repeal of the rule. In either event, the agency shall send written notification of the agency's action to the petitioner by certified mail, return receipt requested.
