All final orders, opinions, or rulings entered by the commission in a proceeding and rules adopted by the commission as a result of a contested case hearing shall be released for general publication. Copies of published materials shall be available for public inspection in the department office or may be obtained upon a signed request and payment of fees imposed by law.
