Rule 560-10-12-.03 - Electronic Security Interests and Liens on Titles(1) Definitions: (a) "Electronic Lien and Title program" means an electronic process by which an individual or entity, through an agreement with a service provider authorized by the commissioner, transmits notice and release of security interests and liens on Georgia certificates of title.(2) Applicability: (a) In accordance with the schedule as provided in part (3) of this Rule, security interests and liens on Georgia certificates of title shall be processed electronically as required by O.C.G.A. § 40-3-26.(3) Schedule: (a) Beginning January 1, 2013 and thereafter, any individual or entity that recorded 500 or more security interests or liens on Georgia certificates of title in calendar year 2012 shall be required to utilize the Electronic Lien and Title program for all security interests and liens on Georgia certificates of title.(b) Beginning July 1, 2013 and thereafter, any individual or entity that recorded 200 or more security interests or liens on Georgia certificates of title in calendar year 2012 shall be required to utilize the Electronic Lien and Title program for all security interests and liens on Georgia certificates of title.(c) Beginning January 1, 2014 and thereafter, any individual or entity that recorded 5 or more security interests or liens on Georgia certificates of title in the immediately prior calendar year, or who has recorded 5 or more security interests or liens on Georgia certificates of title within the same calendar year, shall be required to utilize the Electronic Lien and Title program for all security interests and liens on Georgia certificates of title.Ga.
