Rule 511-1-3-.18 - Existing Certificate to be Placed in a Special File(1) After preparation of a new certificate for a person born in this State, the existing birth certificate and the evidence upon which the new certificate was based are to be placed in a special file. Unless otherwise provided by law, such file shall not be subject to inspection, except upon order of a court of competent jurisdiction or by the State Registrar or his or her designee for purposes of properly administering the vital statistics program.(2) After preparation of a special certificate of birth following adoption of a person born out-side this State, the copy of the certificate from the State where birth actually occurred shall be placed in a special file. Unless otherwise provided by law, such file shall not be subject to inspection except upon order of a court of competent jurisdiction or by the State Registrar or his or her designee for purposes of properly administering the vital statistics program.Ga.
