The purpose of these Rules is to implement the responsibilities assigned to the Environmental Protection Division by the Georgia Safe Dams Act of 1978, (hereinafter the "Act") O.C.G.A. §§ 12-5-370et seq. These Rules are promulgated to provide for the inventory, classification, inspection and permitting of certain dams in order to protect the health, safety and welfare of all the citizens of the State by reducing the risk of failure of such dams to prevent death or injuries to persons.
