Section 54A-1.004 - Membership, Representation, Voting and Finances(1) One member, who shall be a county commissioner, shall be appointed by each individual county. In the event said member is unable to attend a meeting, the county may appoint an alternate who shall be a county commissioner and who shall have all the rights, powers and duties of the member.(2) Each member shall serve until removed or replaced by his respective appointing county.(3) Each member shall have one vote on matters considered by the board.(4) Members shall serve without salary. Members may be reimbursed by their individual counties for travel expenses and other expenses incurred in carrying out their duties in the same manner as state employees are reimbursed pursuant to Section 112.061, F.S. (1987).(5) The fiscal year of the administration shall run from October 1 through September 30 each year.(6) The counties shall contribute funds on an equal basis in an amount sufficient to cover the expenses of the board until the solid waste management system becomes operational and begins generating revenue.Fla.
