Section 53ER25-3 - DAILY CASH BONUS PLAY - 2025
(1) Bonus Play Period. From January 13 through March 23, 2025 ("Bonus Play Period"), the Florida Lottery will conduct the Daily Cash Bonus Play - 2025 ("Bonus Play") in which players can enter Eligible tickets for chance/s to win drawing cash prizes, coupons for cash prizes, and/or coupons for free $1 FANTASY 5® Quick Pick tickets.
(2) There are two (2) Drawing Entry Periods and two (2) corresponding Drawings. Eligible Tickets for Entry into the Bonus Play: CASH POPTM, PICK Daily GamesTM (Pick 2TM, Pick 3TM, Pick 4TM or Pick 5TM) (with or without Fireball), FANTASY 5® (with or without EZmatchTM), and CASH4LIFE®. Purchased and free tickets and winning and non-winning tickets may be used. Only tickets purchased or generated/issued during the Bonus Play Period are eligible. Canceled tickets are not eligible. (Collectively, all the foregoing are "Eligible" ticket/s.)
(3) Available Prizes.

*Should all Coupons be issued prior to the end of the Bonus Play Period, no other Coupons will be issued, and players will not otherwise be compensated. Should all Coupons not be issued prior to the end of the Bonus Play Period, Coupons will not otherwise be issued; and players will not otherwise be compensated.

(4) How to Enter - Drawings.
(a) To enter an Eligible ticket into a Bonus Play Drawing, a player may use the Florida Lottery's website at floridalottery.com or use the Florida Lottery's Mobile Convenience App ("App").
1. Website. On the homepage of the Florida Lottery's website, players click on the PROMOTIONS tab, then select Daily Cash Bonus Play. Players using the website will manually enter the 19-digit ticket number on the ticket entry page to collect entries.
2. App. On the App, players may click on either of the Promotions buttons, then select Daily Cash Bonus Play. A Promotions button is located on the main menu and on the bottom navigation bar. Players may scan the barcode on the bottom of a ticket or may manually enter the 19-digit ticket number on the ticket entry page to collect entries.
3. Whether using the App or the website, tickets may not be entered during the first two (2) hours after ticket purchase. (I.e., a player needs to wait for two hours after ticket purchase to enter tickets.)
4. Regardless of whether a player chooses to participate in the Bonus Play by using the web browser or the App, the following provisions shall apply:
a. a player will be prompted to login or register;
b. the player must use the same account login information to enter tickets;
c. the player will only be required to register one time; and
d. the player's entry history will be cumulative among the entry platforms.
(b) Deleted Accounts. If a player deletes his/her account, whether through the App or on the Florida Lottery's website, all account data associated with the email address used to register his/her account will also be deleted. Any entries earned will not be entered into a drawing. A player's account cannot be reactivated using the email associated with the deactivated account. Should a player establish a new account utilizing a different email address, account data, including ticket entries, cannot be transferred to the newly established account. Tickets entered under the prior account cannot be re-entered utilizing the newly created account.
(c) Any player using multiple or different email addresses, identities, registrations, logins, or any other methods will subject the player and any associated entries to disqualification. In the event a player wins a prize, the name a player uses to register must match the name shown on his/her identification used to make a claim, except for a person who has made a legal name change. A person who has made a legal name change must provide a copy of a marriage certificate/judgment/court order, as applicable, as proof of a differing name. Fictitious names and business names will not be accepted and shall subject the player and any associated entries to disqualification.
(d) Lottery tickets should not be mailed to the Lottery. Lottery tickets received in the mail by the Florida Lottery for entry into the Bonus Play will not be entered and will not be returned.
(e) The odds of winning depend on the number of entries received. All entries are subject to validation by the Florida Lottery and may be disqualified if eligibility requirements are not met.
(5) How to Earn Entries into a Drawing.
(a) Collecting Entries. To collect play symbols and earn entries into a Drawing, a player may enter ticket numbers by scanning the barcode on the bottom of an Eligible ticket using his or her mobile device or by manually entering the 19-digit ticket number on the website or the App. Thereafter, four game cards will appear. Each game card contains four symbol spots. For each Eligible ticket entered, and regardless of ticket price/value, the player will be randomly awarded either 2, 4, 6, 8, or 10 symbols towards completing the game cards. Awarded symbols will be placed randomly on available game cards. When all four symbols have been collected on a game card, the player will earn one "entry" into the next available drawing. When a filled game card generates an entry into the drawing, the symbols will be cleared on that game card, and a player can begin collecting more symbols on the card. A player may earn multiple entries during an entry period; however, a player can only win one draw prize per entry.
(b) Players may enter Eligible ticket/s during a Drawing Entry Period at any time during that Drawing Entry Period, except that entry capabilities on the website and App will be unavailable from 12 a.m. through 6 a.m. ET due to routine maintenance and may be unavailable at other times if there are technical difficulties. Only Eligible tickets purchased/issued during a Drawing Entry Period may be entered during that Drawing Entry Period; tickets purchased during the first Drawing Entry Period cannot be entered during the second Drawing Entry Period. A player may enter a maximum of 200 tickets per day. Each ticket number can only be entered one time. Training tickets will not be accepted, and tickets with invalid ticket numbers will be disqualified.
(c) Bonus Drawing Entries. Players who enter all seven (7) tickets that are part of this Bonus Play (CASH POP, PICK 2, PICK 3, PICK 4, PICK 5, FANTASY 5, and CASH4LIFE), hereafter a "set," during the same Drawing Entry Period will receive fifty (50) bonus drawing entries for that Drawing Entry Period. All seven tickets are not required to be entered simultaneously but must be entered during the same Drawing Entry Period to earn the bonus entries. These seven tickets will also earn card symbols, and acquired entries, in accordance with paragraph (5)(a), above. A player may enter multiple "sets" during a Drawing Entry Period; each "set" will earn the bonus drawing entries.
(d) Upon completion of a drawing, all game cards are cleared of symbols and become blank. Entries from the first Drawing Entry Period are not carried over into the second Drawing Entry Period.
(6) Draw Dates, Drawing Entry Periods, and Winner Announcement Dates. The Florida Lottery will conduct two (2) drawings in the Bonus Play. Winners for a drawing will be randomly selected from entries earned before midnight (ET) on the last day of a Drawing Entry Period. Entries will be drawn only from the entries submitted and received during each Drawing Entry Period. Winners will be randomly selected using a certified random number generation process. Drawings will be public, held in Tallahassee, Florida, and witnessed by an accountant employed by an independent certified public accounting firm. Drawing Entry Periods, Draw Dates, and Winner Announcement Dates are:

In a Drawing, a total of 62 valid entries will be drawn. Prizes are awarded to players in the order in which they were drawn during each drawing, starting with the $10,000 prize. Remaining entries will be alternates and used in the order in which they were drawn and in the order of need to select alternate winners in the event a winner does not timely respond to notification or fails to timely provide required claim documentation as set forth in subsection (8), below, or in the event an entry is disqualified. A player can only win one prize in a Drawing per entry.

(7) Drawing Winner Notification.
(a) The winners in a Drawing will be announced and posted on floridalottery.com on the Winner Announcement Date, set forth in the table in subsection (6), above, or as soon as possible thereafter.
(b) The Florida Lottery will notify each Drawing winner by telephone or email using the contact information provided in the winner's registration data no later than one business day after the winners are posted on the Florida Lottery's website. The Florida Lottery deems the winner's registration data as the winner's official contact information. Issuing an email or leaving a telephone message on voicemail, if available, shall constitute notification. The Florida Lottery will not attempt to further notify a winner if the attempt to notify the winner by telephone or email was unsuccessful. If a winner does not respond to the Lottery's notification within ten (10) calendar days of the date the winners are posted on the website, the winner will forfeit his or her right to claim the prize and the Florida Lottery will select an alternate winner in accordance with subsection (6), above. If the alternate winner does not respond to the Lottery's notification within ten (10) calendar days of the date of notification, the alternate winner will forfeit his or her right to claim the prize and the Florida Lottery will select the next alternate winner. This process will continue until an alternate winner responds to the Lottery or the Lottery has exhausted the list of alternates due to unsuccessful notification or due to failure by a winner or an alternate winner to timely provide required claim documentation as set forth in subsection (8) below. The Florida Lottery is not responsible or liable for system failures of any sort or type, including, but not exclusively, computer failures, email service failures, telephone failures. If a prize cannot be awarded for any reason, the prize will not be awarded.
(8) How to Claim a Drawing Prize.
(a) To claim a $500 prize, a winner must provide a copy of acceptable identification as set forth in the rule of the Florida Lottery governing payment of prizes.
(b) To claim a $1,000; $5,000; or $10,000 prize, a winner must submit to the Florida Lottery a completed Winner Claim Form DOL-173-2, Revised 2/23, or Spanish Winner Claim Form DOL-173-2S, Revised 2/23, and a copy of acceptable identification as set forth in the rule of the Florida Lottery governing payment of prizes.
(c) A copy of the current prize payment rule (Emergency Rule 53ER23-20, Payment of Prizes) can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32399-4011 or at flrules.org.
(d) The required documents must be received by the Florida Lottery no later than ten (10) calendar days after the Florida Lottery has first notified the winner by telephone (notification by telephone is deemed complete by leaving a voicemail message, if available) or email (issuing an email constitutes notification). If the Florida Lottery does not receive the required documents from a winner by the tenth calendar day after notification, the winner will forfeit his or her right to claim the prize and the Florida Lottery will award the prize to an alternate winner as described in subsection (6), above. The same timeframe for a winner to provide required documentation to the Florida Lottery shall apply to an alternate winner.
(9) Coupons.
(a) Coupons for a Cash Prize. Throughout the Bonus Play Period, Coupons will be randomly generated and awarded for every "Nth" ticket scanned or entered statewide on the Florida Lottery's website or App.
(b) Coupons for a free FANTASY 5 Quick Pick ticket. Coupons for free FANTASY 5 tickets are not redeemable for cash and are good for one (1) Quick Pick ticket for the next available drawing, depending on when the Coupon is redeemed. If a free ticket Coupon is redeemed during the Bonus Play the free ticket may be entered to earn symbols, as described in subsection (5), above.
(c) Coupons may be redeemed at a Florida Lottery retailer or a Florida Lottery District Office by presenting the Coupon barcode on their mobile device, or players may redeem the Coupon by printing the Coupon from the website and presenting a hardcopy. Coupons cannot be redeemed by mail; Coupons submitted by mail will not be honored, and players will not be otherwise compensated. Coupons are valid for a one-time use only and must be redeemed by 11:59:59 (ET) on May 22, 2025, subject to Lottery retailer and office operating hours. Any Coupons not redeemed by this deadline will not otherwise be redeemable, and a player will not otherwise be compensated. The odds of winning a Coupon depend on the number of tickets entered.
(10) Payment of Drawing Prizes.
(a) Payment of $500 Prizes. Upon the Florida Lottery's timely receipt of a copy of a winner's acceptable identification, the Florida Lottery will award the prize to that winner.
(b) Payment of $1,000; $5,000; and $10,000 Prizes. Upon the Florida Lottery's timely receipt of a winner's required documentation, the Florida Lottery will award the applicable prize to that winner, subject to analysis for State-Owed Debt and Child Support Debt and withholding of applicable federal tax.
(11) Analysis for State-Owed Debt and Child Support Debt. Prior to the award of a $1,000; $5,000; or $10,000 prize, a winner will be analyzed for Florida state-owed debt and child support debt. If more than one prize is awarded to a winner, a separate analysis shall occur prior to payment of each prize. If the winner is identified as owing outstanding debt to any state agency or owes child support, the debt will be offset in accordance with section 24.115, Fla. Stat. If the debt is an amount less than the amount of the cash prize, the balance of the prize less applicable income tax withholding and after the debt is offset shall be awarded. If the debt is an amount greater than any cash prize, the entire prize amount after applicable income tax withholding will be applied to the outstanding debt.
(12) Taxes.
(a) All federal, state, and/or local taxes, or other costs and fees on all prizes will be the responsibility of the winner.
(b) For $10,000 prizes, and pursuant to applicable provisions of the Internal Revenue Service code, federal income taxes will be withheld at a rate of twenty-four percent (24%) for U. S. citizens or legal U. S. residents and at a rate of thirty percent (30%) for nonresident winners. For $1,000 and $5,000 prizes, federal income taxes will be withheld at a rate of thirty percent (30%) for nonresident winners. The reporting and subsequent payment of any additional federal, state, and/or local taxes, and any other fees and costs shall be the responsibility of the winner.
(13) Other Restrictions and Provisions.
(a) A player can only win one prize per entry.
(b) Any prizes not awarded for any reason will not otherwise be awarded, and players will not otherwise be compensated.
(c) A winner must be at least 18 years of age.
(d) All prizes are subject to the provisions of Chapter 24, Florida Statutes and rules promulgated thereunder. Prizes will be paid in accordance with the rule of the Florida Lottery governing the payment of prizes. Copies of the current prize payment rule can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32399-4011 or at flrules.org.
(e) Persons prohibited by Section 24.116, Fla. Stat., from purchasing a Florida Lottery ticket are not eligible to enter the Bonus Play.
(f) By participating in the Daily Cash Bonus Play - 2025, a prize winner gives his/her permission and consent, and without notification, for the Florida Lottery to photograph and/or videotape and record him/her and to use his/her name, photograph, videotape, and/or recording of him/her for current and future advertising or publicity purposes without additional compensation, notification, or consent.
(g) If there is a conflict with a provision set forth in this Emergency Rule and any promotional materials, including, but not limited to, point of sale, television, radio, and print advertising, and other promotional media/materials, the terms of this Emergency Rule shall prevail.
