An independent University estimate of the cost of architect-engineer services shall be prepared by or under the direction of the CCO before commencing negotiations for each proposed contract or contract modification estimated to exceed one hundred thousand dollars ($100,000).
Access to information concerning the University estimate shall be
limited to University personnel whose official duties require knowledge of the estimate. The overall amount of the University's estimate shall not be disclosed except as permitted by this section.
