Employees of the University shall be encouraged to exercise their full rights as citizens to participate in political activities to the extent that those activities are not expressly prohibited by law (including the provisions of subchapter III, chapter 73, of Title 5 of the United States Code) and are not in conflict with an employee's University duties.
An employee shall immediately notify his or her supervisor and the appropriate vice president upon becoming an official candidate for public office.
The President shall encourage an employee who becomes a candidate for public office to take leave of absence. An employee may, upon request, be granted leave without pay or accrued annual leave for the purpose of engaging in activities related to his or her political candidacy, in accordance with the provisions of chapter 13 of this subtitle.
The provisions of this section shall apply to an employee who wishes to take a leave of absence to work in the campaign of an individual.
