The contracting officer shall include a clause in each solicitation and contract which requires compliance with the provisions of the D.C. Noise Control Act of 1977 (D.C. Law 2-53, 20 DCMR § 3000 et seq.) and the regulations set forth in Title 20 DCMR. The clause shall clearly state that the requirements of the clause are applicable to both contractors and subcontractors.
