Not less than thirty (30) days before commencement of negotiations, each party shall submit specific initial proposals in writing to the other party.
The specific proposals shall state the initial position of each party on each proposed issue of negotiation.
In no event shall negotiations commence until thirty (30) days after the submission of initial proposals by both parties.
