Title 21 of D.C. Law 2-139 provides that the "health insurance benefits provisions of Chapter 89 of Title 5, U.S. Code, are applicable to all employees of the District Government, except those specifically excluded by Law or rule and regulation." Therefore, the Federal regulations in 5 CFR, Part 890, and any other related Federal regulations will continue to apply to employees of the District of Columbia.
