If the findings and analysis of the overall factors of utilization, as provided in § 3602, indicates that a facility is not being used in an effective and efficient manner, the Superintendent of Schools shall make appropriate and timely recommendations to the Board of Education on the phasing out or closing of the facility and the relocation of students, personnel, and programs being housed in the facility.
If a program of activity is being housed in a public school building that meets the criteria of this chapter for relocation, but for which no suitable alternative exists, the Superintendent of Schools shall make recommendations to the Board of Education for disposition of the program or activity.
A recommendation by the Superintendent of Schools to phase out or close a school building shall include a recommendation on the disposition of the building to be phased out or closed.
