The Superintendent is authorized to establish competitive areas based upon all or a clearly identifiable segment of the mission, a division, or a major subdivision of the Board of Education, including discrete organizational levels such as an individual school or office. Employees in one competitive area shall not compete with employees in another competitive area.
School-based personnel shall constitute a separate competitive area from nonschool-based personnel who shall not compete with school-based personnel for retention purposes.
