The Director shall make a thorough review of all information and documents submitted in response to a data request and shall determine whether there is probable cause to believe that the person or organization against whom allegations have been made has engaged or is engaging in conduct prohibited by the Act.
If the Director determines that the conduct is not prohibited under the Act, the Director shall inform in writing the person or organization against whom the allegations have been made and the Director shall terminate the investigation.
