Witnesses at a hearing shall testify under oath or affirmation.
The Chairperson and members of the hearing panel may examine the witnesses and shall allow the parties or their representatives to do so.
If the Chairperson or member of the hearing panel conducts the examination of a witness, the Chairperson may allow the parties to suggest matters as to which they desire the witness to be questioned, and the Chairperson shall do so if such matters are relevant and material to any issue pending for decision before the hearing panel.
Parties intending to rely upon an alibi defense shall give written notice of the same to the hearings panel along with the names of the witnesses the party intends to call at least three (3) calendar days prior to the hearing. Failure to comply with this subsection shall preclude the presentation of such alibi witnesses' testimony at the hearing.
