The DC HIE shall be a privately-operated interoperable system of registered and designated HIE entities that facilitates person-centered care through the secure electronic exchange of health information among participating organizations in support of a District-wide health data infrastructure.
DHCF shall provide governance and oversight of the DC HIE to enable the secure and efficient exchange of health information, as well as implement the District's health information exchange initiatives as outlined under the District's State Medicaid Health Information Technology Plan and otherwise set forth by DHCF.
DHCF may issue grants, contracts, or agreements to design, develop, implement or maintain shared HIE infrastructure and consumer services for the DC HIE in accordance with the HITECH Act, Chapter 18 (Health Care Benefit Grants) of Title 29 (Public Welfare) of the District of Columbia Municipal Regulations, the Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C. Official Code §§ 2-351.00et seq.) and the Grant Administration Act of 2013, effective December 24, 2013 (D.C. Law 20-61; D.C. Official Code §§ 1-328.11et seq.), as amended by the Grant Administration Amendment Act of 2015, effective October 22, 2015 (D.C. Law 21-36; 62 DCR 10905 (August 14, 2015)).
