Each facility shall establish and maintain a residents' council composed of residents.
The residents' council shall meet on a monthly basis.
Each facility shall provide the space for, and post notice of, residents' council meetings.
The residents' council may make recommendations to the facility to ensure and improve the quality of the facility and its staff and to ensure the protection of residents' rights.
